What Are U-Save Rebates?

U-Save rebates form an important part of Singapore’s permanent GST Voucher (GSTV) scheme. These rebates are provided as quarterly utility credits and are automatically credited into the SP Services utilities accounts of eligible HDB households. There is no need to submit any application, as the rebates are granted automatically based on eligibility records. Any unused rebate amount is not lost and will be carried forward to offset future utility bills.

For FY2025, which runs from April 2025 to March 2026, U-Save rebates received a significant boost under Budget 2025 together with additional support from the Assurance Package. Depending on the total U-Save amount allocated, households living in one- and two-room flats may enjoy up to a six-month utilities waiver, while households in larger flats may receive around a three-month waiver.

What Are the Prospects for a Saver?

The value of U-Save rebates varies mainly according to the type of HDB flat occupied by the household. Smaller flats generally receive higher relative support, helping lower- and middle-income families manage rising utility costs more effectively. By reducing monthly electricity, water, and gas bills, U-Save allows households to stretch their income further and maintain more predictable household expenses throughout the year.

When Are Pay-outs Expected?

U-Save rebates are disbursed on a quarterly basis and credited directly into the household’s SP Services account. For FY2025, the scheduled crediting dates are at the end of April 2025, end of July 2025, October 2025, and January 2026, which will be the final payout for the financial year. Households can verify the credited amounts by checking their utility bills or through the SP Services mobile application.

Who Qualifies?

U-Save rebates are primarily meant for Singapore citizen households living in HDB flats, with a focus on lower- and middle-income families. Eligibility depends on several key factors, including having at least one Singapore citizen residing in the household and ownership of only one property. For fully rented-out flats, there must be at least one Singaporean tenant for eligibility.

Households will not qualify if all occupants are foreigners with no Singapore citizen living in the unit, or if HDB owners also own private property. Eligibility status can be checked online by logging into govbenefits.gov.sg using Singpass.

Complementary Support: Climate Voucher

Alongside U-Save rebates, the Climate-Friendly Household Programme provides additional support to encourage energy- and water-efficient living. Under this initiative, Singapore citizens, including those living in private properties, can receive up to $400 in Climate Vouchers. These vouchers can be used at over 150 participating retailers to purchase approved energy- and water-efficient appliances such as refrigerators, air-conditioners, and efficient lighting.

By promoting the adoption of sustainable household equipment, this programme helps reduce long-term utility consumption while supporting Singapore’s broader environmental and climate goals.
