Government Support Measures Increase in Singapore During 2026 — How Cash Assistance and GST Voucher Enhancements Reach Households

By late 2025 millions of Singaporeans will receive government cash payments through the Assurance Package designed to offset inflation and the increased Goods and Services Tax. Enhanced Assurance Package Overview

The Assurance Package was originally designed to cushion Singaporeans against the Goods and Services Tax increase from 7% to 9%. Under Budget 2025, the scheme has been significantly strengthened. On 18 February 2025, Prime Minister Lawrence Wong announced an additional $1.2 billion top-up to further ease rising living costs. This enhanced package brings together several forms of support, including direct cash payouts, CDC vouchers, utility rebates, and healthcare-related top-ups. While the focus remains on lower- and middle-income households, the measures are structured to provide broad-based assistance across society. Close to three million adult Singaporeans are expected to benefit from the various components of the Assurance Package. Payments will be rolled out over multiple years, extending into 2026. The largest wave of support is scheduled toward the end of 2025, timed to help households manage higher year-end expenses such as holidays, school needs, and daily essentials.

December 2025 Cash Payout Details

A key feature of the enhanced scheme is the Assurance Package Cash payout planned for December 2025. Eligible Singaporean citizens aged 21 and above will receive cash support, with payout amounts varying according to individual income levels and the number of properties owned. This targeted approach ensures that those facing greater cost pressures receive higher levels of assistance while maintaining fairness across income groups.

CDC Vouchers and Household Support

For households, the government has allocated $800 worth of CDC Vouchers for 2025, distributed in three phases. An initial $500 tranche was issued in May 2025, while the remaining $300 is scheduled for release in January 2026. These vouchers are designed to support neighbourhood spending and can be used at participating hawkers, heartland merchants, and selected supermarkets.

On top of vouchers, qualifying HDB households will benefit from enhanced U-Save rebates of up to $760 in FY2025, with some households receiving amounts that are double the usual level. Additional one-off Cost-of-Living U-Save credits will further help to lower utility bills. Seniors will also receive MediSave top-ups, along with the final Assurance Package Seniors’ Bonus that was paid earlier in February 2025.
